I have checked and the check that used to be there that prevents moral gain when not gaining exp has been removed so it should be working. But you will not gain moral if got penalty exp or in free mode.
Could you provide character name and mob name and location information?

ive tried on prometheus at enslaved beast in dungeon and gain 0 moral from them

Tested it on my devil GM character and do gain moral from them, then tested it on prometheus and moral is being gained. So there is not a problem. Prometheus needs to kill another 15 enslaved beast to see moral value go from 7 to 6.
