Launcher needs to stay open or make a shortcut to either SomaWindow or SomaFull with the ip address in the target. It could also be closing because have a automation program open like AutoHotkey (Though if can run the live client fine then it is most likely not this) or crashing (But the test client will ask you to submit a crash report to us).

Launcher will not stay open.

I don't have any auto-hotkey on my computer

Like you said it doesn't ask me to submit a crash report it just closes down

You have files starting with CrashRpt and CrashSender within the Public test client folder, right?

CrashRpt should be overriding the Just-in-time debugger therefore shouldn't be getting the prompt to debug with Visual Studio.

The launcher will hide the UI (will still be running as a process and should see it in Task Manager) and keep running in the background this was originally so that for Window mode it could switch the desktop colour setting to what it was originally on earlier Windows versions it doesn't apply for the later verisons 16bit has to be set in compatbility options manually.

I cant find CrashRpt or CrashSender in the folder

Nothing is running in the background.

Then the client has not been patched by the launcher. in public test client folder can force a full download again of patch by deleting game.ver. So do that and run the launcher to get it patched.

If still don't have the CrashRpt or CrashSender files then it failed to patch the client for some reason.

Take a look at the Date modified on MsgFlt.dll within client folder and post here what it is (It should be 04/04/2017 01:13) .

Ill uninstall and reinstall and go through it all again

Yeah nothing changed it still doesn't install them and the launcher is still shutting down instantly with nothing running in the background.
