But no seriously good question I always thought that. I believe that it is just 5% however would be nice to know why it's written like that.

So my dear friends u cant upgrade the Hero boots / Helm so dont bother, also no diffrence between the 2 still same stats 5-5% and 5% acc only u can up the 5% not 5-5%

Types of evasion
5% = 5% evasion 100% of the time 1-5% = evasion will be between 1-5% 100% of the time. 5 - (5%) = 5% evasion the brackets is % of the time. So 5% (5% of the time) |

100% working all the time, not 100% evasion, it would be 5% evasion 100% of the time.

if evasion has (brackets) on them then the number within the brackets is a % of the time, anything else is 100% of the time. NOT 100% evasion just 100% of the time.

Oh it might be, I can't remember exactly mate. I just always thought that dex armor was 10% (non staged) 10% of the time. I haven't used dex armor for ages :P
