What's it mean "Legendary item has dropped"?

NYMPHODORA	So I just saw a message in red; "Hoarde Shanis has just dropped a legendary item in Valley of Death area." Does this mean a players just killed one and it's dropped? Or does it mean the legendary item has been randomly dropped / spawned around Hoarde Shanis in VoD for people to then go look? Many Thanks, Nymph.
