Are proc items fixed damage or are they affected by your int/ma vs targets md? Also where does venom band 3 drop?

I believe they are the spells they cast damage with a cap based on your MA
Flame/infernal - 200/400 without/with weaken The new procs are 240/480? DB proc is 360/720 ;If you have 10 int more than someone with no MA gear or staff on the proc will do 10+ spell damage I think
