Yeah he’s on a timer of 30ish second respawn.
The only other properly viable way to farm bones / exp is gold Leo in the farm |

Skele spawn seems to be used by a few people to complete the dungeon part of the clasp quests.
Won't say any names but myself and loefah found someone afk killing at the spawn until they auto warped due to penalty. In cases such as afk healing I don't see an issue. Dont want to die don't afk outside of town.
