My rested exp is about to run out at the mo I get str at about 5%. Will I still get str at the same % when it runs out it will just take abit longer to get the 5% is that right?

You will still get 0.1 stat in 5%
The 5% will take double the amount of time to achieve. If that's too onerous to you, i would suggest crafting, or taking 1 day off soma a week! A whole day will net nearly 50% or close enough. Just a word of advice, if your low level - your nearly always going to use rested faster than you can generate it. Iselix
