There really should be a sticky with links for useful guides/info. It's not easy to find up to date information on here, especially for new players.

Is this still true?

Rested recharges over time, it should be noted that if you go below 5% remaining, then the recharge time extends significantly, so always try to keep it above 5% if you can.
