Would a higher str/int mob ever be released without a lvl cap increase?

I just want to confirm if new mobs allowing higher str/int gains would be released while the cap remains 110 or only when the lvl cap goes up. In short i might not want to dump excess exp into other stats just for the sake of capping and hold onto it.

i would guess not, or people who have capped would be at a disvadntage. Thats why the new mobs dont give more stats than blg or nm's till u got the 171 str or 176 int
