This would be a welcomed feature.
For the friend's list, you could send someone a friend invite and if they accept it could show whether they were online/offline on the list and possibly the map they were located on. Obviously it would come with an option to hide both.

Indeed.
If we're talking about as a feature in game, I would like to suggest something akin to the battle.net system used for SCI/DII, so having a /friends list/add/remove et al, The website can provide the niceities of a GUI and any additional functionality, for example perhaps adding a note with which to associate the friend/enemy/ignore.
