CTF slow cure - bug or part of the game?

AFRO	CTF we are losing because every time we slow Gandalf he instantly cures and now looks like other humans are doing it. Is this trick part of the game or just a bug that is being taking advantage of? From 1:13 - http://youtu.be/SQ4db5LBwdI?hd=1 Although I seen 2 slow being cured within 3seconds.
