good question. After enquiring, the general concensus seems to be .. If ur wearing gear with these things added, u will heal what you are hitting! So.. heal a mob u are hitting or a player u are hitting ..errr... if thats the case ..i can't see anything useful for this feature.
Maybe this isnt correct, but never heard another explanation..so .. no idea tbh

( if u are wearing heal + gear... u dont gain any hp if u are getting hit..so...pff ..no idea )

But u can double heal when healing urself or someone else
