do the procs from these two do the same amount of damage, or is one better than the other?

Both do same dmg. Infernal is better as it can proc from range 5 instead of 4 and every human has blue magic skill meaning flame will do less dmg if the target doesnt have white magic skill. Flames only redeeming qualities are that
titus top is +blue ma,
if you want double procs,
main piece is an earring which frees up necklace for DB choker.
