I think plum can’t be considered. Purely for the fact when he pkd there was no machine gun bows which made things much easier for him. But all things considered he has an amazing kdr.

You have to base the judgement of a players ability on the servers state at the time. Just like how Star Wars original trio of films and a bit sketchy by film standards today, at the time they were ground breaking. You can't compare a boxer of 1979 to one of 2019, due to changes in training, support, nutrition, medical science etc.

I would say best pker of all time would be a player who, for a prolonged period, consistently killed many others, without support, and was able to kill many varying builds, and who left a lasting impression as a die hard pker. KDR means nothing really, in a game when it can be easily abused.

That's alot of kills for someone who hasn't logged on in 4 years and a crazy KD that will never be matched unless by people killing alt chars. If your doing it by kills and not regarding KD ratio then it's wagawaga best pker KDR can't really be abused, not without people noticing anyway.
