I can only assume this is intentional tbh - My guess is this was just supposed to be for things like Wind bands, New onzu accessories and armors.

It probably should be 2-2 for consistancy however that said it makes no difference in the grand scheme of things seeing as variable dex is useless and unreliable, i personally refer to agility necklace as +2 dex in calculations so he still has the same minimum anyway.
When you look at a +8 agi neck with DDT all it would be is 18-19 or just 18 with current system. The way to look at it is does DT go 3-4 or 3-3? We can assume cdt and toi also work this way which that is more important for those to be 2-2.
