Regardless who did what when - the system is and has always been flawed with resis.
The cost as a proportion of level idea is flawed in the sense that as your level increases your bar tends to also. Maybe making the weight level dependant? Ie a level 50 has w50 scrolls? Or 0.5x? ...

currently higher levels can grief lower levels and the moral loss on hsoma anyways is totally useless you lose 1-3 points a kill... resi's are fine you have to PK at least 10 times to lose any serious moral these days..

You could kill a low level player and go straight from white to red. If changes were made much later I wouldn't know, but early game noob killing was not a good idea. People used to create noob, run into fights in hope they would get killed and make the player red lol. Other times you could kill a player and not even go yellow (mostly single hit kills which also wouldn't curse your weapon).

You're totally mistaken there, same amount of pk points are gained on Mir no matter what lvl the victim.
