Dsoma | Hero Armor | Upgrade issue

SAI	I was told currently if you upgrade Dsoma hero top from to +1 dex you get 1-0 instead of 1-1 dex. Can Game Master look into this if its not fixed yet please. SAL3M	Can anybody actually explain how x-x dex works given that eva/accu are presumably a static x%? I’ve been told by Cho it is an rng proc that goes between the two values but if that were the case then it surly wouldn’t matter that the min surpassed the max? SAL3M	My theory is that the x-x thing is meaningless with respect to static values i.e ones that have no min-max property. The fact the hero neckie on d soma is 110-110 hp, which also seems meaningless, lends some credence to the theory imo.
