Deleted noob on council spot now can't place new char on that spot.

Tells me have to remove player on spot but can't as char deleted

I have changed it so that characters cannot be deleted if they are in a guild.

Shuould be able to get around not being able to change rank of the player within a guild by kicking them out of the guild.
