Thanks for you reply gandalf but have you leveled a character recently? Monsters have had an exp buff recently of 36%-4% I believe a lot of the low Level mobs upto and including wraiths got a big buff, baring in mind I had rested upto level 40 that 36% doubles to 72% so if skill wasn't made faster my stats were increasing at 272% and my skill only 200% increasing the gap between stats and skills by quite a lot on a character like myself that was made after the bonus.
I have played before i do realise that by like 80+ stats skills are pretty much irrelevant and always well above the stat requirement But maybe I'm wrong maybe the skills were increased also have I have never been a knuckler before it's more staff skill that seems off to me Thank you for your time :)

Before boost I got .2 skill per .1 dex, It is still the same.
Wait for 65 dex slow. |

Rested also effects skill gains.

well now have skill for apus bow but stil 4.9 dex off bof and im not pure bow also have 90 axe skill and 95 staff
When does skill slow? |

Skill slow downs generally are the misc slows from 0-70 70-100 100-140 140-170 170-200
