Add a 3 second delay for changing weapons during PVP:

LEVEL0	I think the arguments for this are fairly straight forward. At the moment anyone can just skill 80 axe and be able to swap to knuckle or sword within a fraction of a second. Not really - if wearing a staff I do half the damage to someone wearing a full nightmare set than I do with staff.
