Why do devil guards attack devil moral humans?

Because they're town guards... they are there to protect town areas from low moral players.
Just because the morals work in opposite directions from hsoma and dsoma doesn't mean the guards just turn off. On a side note though - town guards made relatively redundant by existence of PK safe zones more or less.
