upgrading question

Howdy.

Most upgrades as we no are max of +5 ( toes , proc ) along with the +8 ( rdt , tow , dt )

But what does a Oe / fp go to?

Also if these are in the +5 range , i'd assume +5 oe followed by +3 Ne's' )
So with that does anyone no the range the Ne and Cp go to please?

oe/fp are +8 iirc - would make sense for ne/cp to be too but no clue.
