Upgrading on dropped items

Hey,

Before I waste mats - could someone clarify the below?

taking a dp for example I'm aware that the ups at +3/1/1/1/1

but if I up an item that already has eva, for example Titus boots (6% eva), would the first up jump to 9%?

If you add a dp to Titus boots it will add 1% on first upgrade instead of 3%. Same if adding keen eye to Titus helm for adding more % of accuracy.
