Absolutely no chance should ANYONE be paying 22 frags for this gear. I've given more int +5 OTM away than most stuff. As for trolls, 200 skill can make them 9/10.

Please don't be ripped off by this guy

Give him some then? As they're so easy to make, the market should be flooded with them, at worst you could buy some of the extremely cheap ones and donate? I can help.
