ive just learnt dragon breath, got 48 int and 71 blue skill, but i cant cast, it says you have do not have enough skill to use this magic, any ideas anyone

Sometimes the the requirements to use a spell is higher than the requirements to learn that spell. Get your skill/stats higher and keep trying. Maybe another Human player can shed some light on the exact requirements.
It's a bug that should be addressed, in any case.

I think the new INT requirement to use DB is 56.

Dragon Breath requires 53 skill and 57 Int. The NPC has not been updated to the new requirement.
