There was something I did on 3rd Feb that could have disrupted the timer (until re-log). But other than that I cannot find anything wrong.

Was doing it to me other night. I was in town on 99.99%. I had to keep reloging every 15 min as rested stopped. When I llogged back in the experience bar flashed normal colour then to blue.
I thought it was because of the % I was on but just logged out to gain rested that night.
