Maybe do something the same as Halloween except when you get x amount of tokens you can purchase certain items but make the items untradeable. I ended up with about 9 tops and 1 pair of boots was a tad annoying!
Also run a separate event with elfs that drop mid tier weapons not top tier weapons in tier drop file to help the economy for new starters (a solution to the poor drop rate on 55 and 61 skill weaps)

Elfs in town that have fairly high hp, kind of like birthday bugs but not so high. Will encourage people to stay in town and be more "festive"

I think the Halloween event was done perfectly. The events in esoma always made me want to participate.
For the Christmas event, maybe we could have angels or bugs that spawn in TYT and just outside the gates, likewise for Merc and Abias. They could also drop some kind of tokens like the candy canes which you could trade in as tokens to get cool stuff. I agree that it is frustrating sometimes getting female armour (on a male char) or duplicate items, but isn't that part of the fun of the event? It makes me want to continue collecting tokens and persist until I get the complete set. It also encourages trades between players which you wouldn't have if people could select what they wanted. Just my 2c.
