Toe is worth more than DP. 15large livers required for a eggpile, which large livers are worth more than frogs. Nahwans requires 10frogs and 5herbs.

Eps drop more often from mags and blg and shanis
Most chars dont do as much int as str/dex and as such don't have a huge stash of frogs and shanis are tight in the nahwans drops
As such eps are more available than nahwans and dps
