I think what he meant was "is the lvl cap raise ever gonna happen to the actual server, so we don't lose any progress made on the test server?"

It is going to happen if its currently on the test server - the new level cap is being tested.

If this is rushed, the whole live server could potentially require a wipe... meaning every ones efforts will be lost.
I think the test server idea is good but if you're really interested in speeding things up then I'd suggest playing the test server more and get more people interested in testing if you can and give the best/most informative feedback possible to GMs.
