think it always used to didnt it, not sure its a bug but could be fixed or left as an advantage for guild village owners :p

It is a bug because commands entered are not converted to a single casing before being handled by Lua and /return is an existing command in original game server code and is case insensitive which is why it works with /RETURN or even /Return or any other permutation except /return.
Fixed but need to do a server reboot to apply it.
