You can do con at any time now coffee.
Gaining 18 con at lvl 1 or lvl 99 will give you the same hp e.g. lvl 1 player with 18 con will have the same hp at lvl 99 as a lvl 99 player who got 18 con at lvl 98. All be it, free rested until lvl 30, con is still probably best done at during these lvls.
