I know we shouldn't stop new players from going straight for Hero 2 sets but...
I think it would do more for the game if after having completed the Hero set quest (all 4). The Head of Town then asks you for the certificates. You hand them in, and not only does it direct you to the Hero 2 quests but it rewards you with a untradeable accessory. Nothing crazy but maybe a defensive earring (5~15(35%)) / Mage version just be 5~15 MA(15%) or something that at end game you will re place but in interim is good item. For existing players, just business as usual though.

Suppose it makes some use of the certificate instead of just throwing them away straight away
