The only true way of getting any real data off the anvil I feel is as follows.
Take 39 stingers and 100+ toes, go through each trying to +1 them, then repeat with what is left trying to +2 and repeat for +3/4/5 and maybe just maybe you might come away with a single +5 stinger bow ;)

I outline exactly how you would do the calculation to 'prove' whether the % goes up at certain skill levels with empirical data by modelling with a binomial distribution in a post about 6 months ago. If you follow that calculation and procedure you'll get a fair answer - unfortunately I don't have the crafting skill, mats etc to actually conduct the study myself.

Deamond and Somawizard had a working server up only a couple of months ago. They may be able to do some testing if you give them a test bed to work with, or even log on their server I suppose :D

The worrying party is he's offering the EPs + Rubies and hasn't been given a genuine good offer for them. Something needs to change. I like the idea of skill being rewarded more.
I thought I had patience but even getting to 100 skill is a ball ache. +1 should be 100% also, its demoralising as a new player I've lost 3 TOLE and Bows trying get my first upgraded apus bow and I haven't even hit the big stuff.
