At this point every form of input from the community is appreciated greatly. Personally I would like to see maps and skins developed rather than people blind donating cash, which is also appreciated of course.

I've been looking at SomaVision 3 by Miser et al (more specifically at how it's been written) and it would appear that the sprite files for mobs/weaps/armour etc each contain multiple frames for their animation, in order to view the files they are being opened as bitmaps (suggesting to me that it wouldn't be too difficult to modify the program to allow the user to import/export those bitmaps).

If we could open the files more easily then it'd be easier for people to get involved, do you have any idea whether any work was done in that direction or whether there is another, more simple technique to access the images within the *.spl, before I start thinking about writing code? ^^

Simply put I'm clueless about that sort of thing. I however know that Miser is still around on Soma but isn't actively working on his tools anymore.

As for an alternative technique, I don't think there is but I'd like an answer from someone more knowledgable on this subject.

SomaVision can already be used to adjust the colour of sprites and save them back out. The hard part about making actual "new" sprites is that it takes a lot of tweaking to get the alignment of each frame correct, coupled with the lack of tools to do it.
