taking upgrade off current item and placing it on new item with a chance of failing

example

3% eva/acc hardened bone top > rare bone top

success = 3% eva/acc rare bone top and hardened top destroyed

Fail = 3% eva/acc hardened top is destroyed and rare bone top remains

With npc and some sort of window like crafting window
or
Maybe make it a crafting skill for crafter over 130 skill in 1 skill
130 wep skill = wep exchange/tranfer only
130 acc skill = acc exchange/tranfer only
130 arm = Arm exchang/tranfer only
130 in 1 skill and 100 in 2 different = wep,acc and arm exchange/tranfer

sure being abit like SR is possible just high skill req
