Frost Wind requirements?

Hoping someone can help.
What are the requirements for Frost Wind? I have 70 Int and 100 Blue Magic Skill, learnt this spell from Conti but it says that I haven't got the required skill to use it :(
Anyone help please.

You can get Frost wind from 70 int but you cannot actually use it untill 91 int.

Bit daft but this is how it works lol
