Im only going to make this point once.
Yes, Soma is a PVP game and it also is a open world PVP game. However, the beauty of such games is, you never just get PVPers, it is extensible to roleplay, it is also caters for people that want or need a grind game. Those people and a lot of others choose, intentionally to not be involved in PVP. The game has multiple audiences, the moment you forget one, the smaller that audience gets 'because this is a PVP game' line starts trumping everything. The answer is, yes it might seem to be a PVP game but I dare say half the population of the game don't PK and have never pked, let alone been involved in PVP. You don't fuck with them / us because 'its a pvp game'
